About the Advisory Council
The HPRS Advisory Council has jurisdiction over the Continuum of Care (CoC) serving the Municipality of Anchorage geographic area as mandated by the U.S. Department of Housing and Urban Development (HUD).
The purpose of the Advisory Council is to create a collaborative community-based process for managing and planning the allocation and delivery of homeless prevention and assistance resources and programs efficiently while meeting the needs of the community’s vulnerable populations and prioritizing those experiencing, or at risk of experiencing homelessness.

What is a Continuum of Care?
A Continuum of Care is designed to:
Promote a community-wide commitment to the goal of ending homelessness;
Provide funding for efforts for rapidly re-housing homeless individuals and families;
Promote access to and effective use of mainstream programs; and
Optimize self-sufficiency among individuals and families experiencing homelessness.

Guiding Committees

The HPRS Community Prioritization Committee supports the annual Anchorage Gap Analysis and Anchorage Community Prioritization process, including the implementation of Anchored Home and other community initiatives, to engage individuals with lived homelessness experience and front-line staff in the process.

The Compliance Committee oversees the Oversight of community policy and procedures, HUD compliance oversight, and overall compliance with local, state, or federal funding streams. The Committee also monitors and facilitates an annual review of Continuum of Care (CoC) community standards and policies related to the Homeless Prevention & Response System.

The Data Committee directs the strategy and monitoring of related community initiatives. The Committee tracks trends in data and shares analysis with the Advisory Council, focusing on the HUD System Performance Measures and Built for Zero data.

The Coordinated Entry (CE) Committee is responsible for the planning, implementation, evaluation, and continuous improvement of the CoC’s Coordinated Entry System in alignment with HUD requirements and local priorities. The CE Committee ensures equitable access, prioritization, and housing placements for people experiencing homelessness across the Anchorage CoC.

The Business Action Committee:
Establishes relationships between the Anchorage business community and the CoC, bringing the voice, expertise and resources of the business community to inform and advance effective, sustainable solutions to homelessness.
Engages the business community to support CoC advocacy for local, state and federal policy changes, and leverages business connections and perspective for impactful investments in social services and homelessness.
Brings business perspectives on planning, funding and policy decisions, fostering a shared understanding between businesses and social service partners.

HRAC:
Creates a trusted forum for individuals with lived experience to heal, engage and provide authentic contributions without the influence of provider incentives.
Advises on policy, funding and system feedback to ensure alignment with effective practices for those navigating the system while empowering civic participation in public forums.
Recruits and retains diverse members, including youth voices, and institutionalize regular input from lived experiences into governance and cross-committee collaboration.
